The drill to establish and manage governmental headquarters (e.g., the HQ for Earthquake Disaster Alert, HQ for Emergency Disaster Countermeasures) is staged as follows.
(1) Earthquakes Occurring Directly Below the Southern Kanto Region The drill is staged as an emergency drill in response to an earthquake occurring directly below the Southern Kanto Region, with emphasis on the following.
Drill with emphasis laid on the role of the Prime Minister's Office.
- Drill by whole Cabinet (e.g., holding a Conference of the Ministers concerned, establishment and management of HQ for Emergency Disaster Countermeasures).
- Drill on initial stages (e.g., convening the team for emergency response, gathering all information from the ministries concerned (e.g., Fire and Disaster Management Agency (FDMA), National Police Agency (NPA), Self Defence Force (SDF) , Maritime Safety Agency (MSA)) and public or private organizations concerned (e.g., electric power companies, gas companies) to the Cabinet Information Gathering Centre).
Drill in initial-stage gathering and communication of information.
- Drill in initial gathering and communication of information from the ministries concerned (e.g., FDMA, NPA, SDF and MSA) for quick decision of emergency measures, using aerial flight or other facilities.
